Parking Violations: Private Business Not Enforcing Handicap Parking Law

My question involves a question about displaying a handicapped permit in the State of: Vermont

I went to visit my Father who lives in a memory care unit of an assisted living home. There are 2 parking spots designated as handicap spots for residents only. There is one designated handicap spot which does not say resident only. When I was there yesterday all three spots were taken but only one of the three cars was displaying a handicapped placard/permit. I went inside and noted to the concierge that 2 of the three cars were not displaying permits and asked why they did not enforce the rules. I should note that my husband is handicapped and I am a PT. I was not interested in parking in the spot, but I am interested in being sure that handicapped parking spots are available to handicapped people ( my father and husband being 2 of them). The person I spoke to was a young man who is new to the place. He basically told me to mind my own business, that the people in the spots were residents of the home who were handicapped. I said that is fine but if you don't require people to follow the rules how do you know if they are handicapped or not? He told me "because we know them they are residents here." I told him that it is in the interest of handicapped people to enforce the law. He argued with me saying that it was a private business and they do not have to enforce the law. I should note that virtually All of the residents use social security or Medicare at least in part to pay the cost to live there. I don't think that he is correct but can't find anything online that Addresses this. This young man was very arrogant. He didn't even let me finish asking my question before starting to argue with me. Really ticked me off. So who is correct here? Thank you!
