Ftca Claim. Where to Send Sf 95 Form

I would be extremely grateful if someone can please let me know where to send the SF 95 CLAIM form. My friend who is currently in jail has filled out the form and wants to send it to the FBI and HOMELAND SECURITY but he does not know the address. I looked around but wasn't able to find it myself and the law library in prison does not know the address aswell. His case originated in Texas so I am guessing a regional headquarter in Texas or will it be somewhere else ?
