Temporary Severance Damages Attributable to the Tce

My question involves personal property located in the State of: TN.
On 3/21/18, At court eminent domain hearing, City awarded property owner 2000 dollars for temporary construction easement for an area covering 4695 sf that included a 2630 sf daycare structure to be demolished on commercial road frontage, too close but not on ROW, for road expansion. Entire tce remains ownership of property owner. Court condemned Daycare. City awarded 39000 dollars for structure. Daycare prior to 3/21/18 was producing income of 700 monthly since 2010.
No date scheduled for removal of daycare. Is property owner entitled to loss rental income until TCE completed? If so, what is legal procedure to reclaim this loss of income? TCE could remain for years and there is no incentive for city to remove and return property back to owner. Thanks for any help or suggestions.
