Grandparents and Third Parties: Establishing Guardianship when Minor and Guardians-To-Be Live in Different States

My husband and I are needing to establish guardianship of my 15yo half-sister.
All parties (parents, sister, us) are agreeable to this and have decided that her living with us is the best chance she has to get her life together.
We live in California and my sister and parents live in Oklahoma.
Where do we file the paperwork? Do we establish guardianship in Oklahoma and then transfer it to California? Or do we start in California and then have to fly the entire family out for a hearing?
We are really unsure of where to start. Thank you so much for any insight you can offer.
