Title Ownership: Lost of My Original Title and My Car Has Been Registered in Another State

My question involves vehicle registration or title in the state of: California

Hi all,

I moved from Georgia to California a year ago and I am facing a huge problem with my car's title. I registered my car in California a year ago without surrendering my title because the lien holder had my title. When I finally paid off my loan, my lien holder lost my title in mail. They told me my car is still titled in Georgia so I need to contact Georgia DMV. However, the Georgia DMV cannot issue me a new title since they already deleted my car from their system. The California DMV refused to give a title unless I submit my Georgia title. This looks like a deadlock to me...
I have a buyer who wants my car, but I cannot transfer my car to his name without a valid title. I am thinking about bonded title as my final solution.
Is it possible for my buyer to apply for a bonded title with a bill of sales? Any suggestion will be appreciated.
