Retailers: Switched Priced Tags, I Don't Believe Her Story

This weekend, my boyfriend and I got together with family and friends to celebrate the long 4th of July week. Over this break, my boyfriend's brother (age 28, his twin), introduced the new girl he is dating (age 24). The first day we are out, the girlfriend (lets call her kate), mother and I went for a drive to the local shopping center. We went to T.J. Maxx and I suspect "Kate", switched the price tags. My question is, how easy is this to do?

At T.J. Maxx, Kate found a dress from the Runway section priced at $120 (marked down from its original price of $400). She said she loves the dress but was not sure if she should spend the money. She walks away to try the dress on. Mean while, I am in the check out line and I see Kate, the mother being checked out, 5 people ahead of me. I lated find out the cashier called the manager over to get confirmation as the dress (now) has a sticker on it for $29. The cashier charged Kate $120 but th emother refused and demanded they honor their price of $27 that what they are doing was illegal. After I catch up with Kate, once the mother steps aside, Kate tell me she got the price for $29. I said "wow so it was mismarked after all". She said a $29 sticker must of gotten on the tag while she was in the changing room. She also said how nervous she felt standing outside the store and insisted we wait for the mother by the car. She was worried she would get in trouble even though her story claimed it was an accident. I have opinion, but I want to know having given you her story how possible it is ? I spoke to the mother, she said the $29 sticker was placed over the original price.
Kate did tell the brother (the guy she is dating) the same story she told me. I dont know this girl and I am a trusting person but my gut says other wise
