Speeding Tickets: Speeding Ticket Monroe, Wa

My question involves a traffic ticket from the state of: Washington

Actually the last part of it.

I would like to ask if I can challenge the ticket based on the suppression of a radar reading.

and I have few questions:

1. Forks and radar certification of accuracy is from 03/10/2015 - it was more than a year when the ticket was issued, it is more than 2 years from now - can it be used in court?
2. Second fork certification do not have a technician name on it, even though it is signed - is it valid?
3. There is no certificate of calibration.

If there is any other reason, which could lead to a radar reading suppression, I would be very grateful for hints.
