Job Benefits Can My Wife Take FMLA Leave if She Has Already Taken Maternity Leave This Year

My question involves labor and employment law for the state of: NEW YORK

Hello - My wife would like to take leave from her job using Paid Family Leave, which allows for up to 8 weeks of paid leave. Due to the high hours of her job, she feels she has not spent enough time bonding with our 9 month old child. She wanted to apply but HR told her that because she already took maternity leave, she no longer qualifies and that the government would not approve it. They don't even want to help her apply.

Is this accurate or is her employer trying to keep her from taking advantage of a legal benefit? Please advise. Thanks!
