Hit Exiting a Parallel Parking Spot

I was exiting a parallel parking spot, checked to see if there was any oncoming traffic, was halfway out and was hit on front driver side of car. The car that hit me was not from oncoming traffic, it was turning from a private parking lot directly behind where I was pulling out from and turned onto the street that I was pulled into and did not yield. We have the same insurance co. and while describing the accident they seemed to imply it was my fault, I tried to explain I was hit on fender, closer to door than bumper (i did not hit her) and she came from a turn and did not yield... I do have witnesses that stayed and gave their info. Their words exactly "she whipped out of the parking lot and plowed into her". The police said her story matched what I said and acted like he believed she was at fault. Who is at fault?
