Debt Collectors: Insurance Changing Amount Owed on Medical Bill

My question involves collection proceedings in the State of: Maryland

My wife gave birth to my son on 9/1/17. We received several bills from the hospital and various providers and paid the amount owed accordingly. At the time, this aligned with the corresponding explanation of benefits (EOB) sent by the insurance company.

In May 2018 (9 months after the birth, and almost 8 months after the bills were paid), we started to receive "corrected" bills for the same services. When I contacted the insurance company, they said that they made a mistake on the "contracted rate" and therefore I now owe a new amount (the difference is $700+).

Are they legally allowed to ask me to pay this even though they made a mistake?

Additionally, I asked them to share a copy of the provider contract to show what the rate "should be" so I can verify myself, and they said they do not share this with patients. This is very frustrating as they said they are allowed to make changes to claims indefinitely, which makes me worry this will continue to happen for many years to come.
