My question involves vehicle registration or title in the state of: California

I have a niece who is now 24 years old,.. when she purchased her car at 19, somehow her father (my brother) was helping her with the DMV paperwork and not paying attention he apparently wrote his name in too, whereby his name was added as a second registered owner. (I love him, but he's not the sharpest knife in the drawer!) Supposedly over the last few years nobody has ever noticed this, as my niece moved right after and lives far away. Now she is in a situation where she must sell the car fairly soon to help with some serious medical bills, and it was realized by the family that he is listed as a registered owner, and must sign off on the title as well, in order to sell it. The problem here comes from the fact that he has been noncommunicative with the family for the last couple years and we have no means to contact him. The title is clean, no liens, no accidents, no nothing. Is there ANY way she can do something through small claims court that might remove a nonresponsive or missing co-owner if all reasonable means to find him have been exhausted? Is there anything the California courts can do to remove someone from a vehicle title who cannot be found?
