My question involves a traffic ticket from the state of: California

I received a letter citing violation VC22350 speeding violation. Here is the content of the letter:

My question is, is this a regular traffic ticket, pay and close ? Why does it say that I have to provide proof of correction listed, and those $25 involved ? The cop only asked for my driver license, did not ask for insurance. My driver license and insurance were valid and current.
