I own a property that has a common private sewer line that traverses through another undeveloped property. The owner of the undeveloped property is undecided on what to do about development. The other neighbor is having sewage issues downline from my property where his intersects. Sewage is backing up onto the undeveloped property. The down line neighbor has threatened to "block" my portion or cut the line somehow. As I understand it, this "existing when I bought it" line through the undeveloped property is the responsibility of the undeveloped portion landowner (as it is a common line). Please help me understand what my responsibilities are. We'll talk about non-disclosure by the previous owner later.
