Driving with an Expired Inspection

My question involves vehicle registration or title in the state of: New York.

Hello,
My godson was driving a vehicle owned and registered in his boss' name, while at work for his boss, when he was pulled over and issued a ticket for "uninspected motor vehicle"

The ticket reads "Return by mail before or in person on: 7/11/18"

It further sates, "A plea of guilty to this charge is equivalent to a conviction after trial. If you are convected, not only will you be liable to a penalty, but in addition your license to drive a motor vechicle ...are subject to suspension and revocation as prescribed by law."

There is a small place that says "Additionally, I make the following statement of explanation (optional)"

My best guess on how to proceed is to plead guilty and mail in the ticket by certified mail with a copy of the new inspection (which his boss had done) with the statement: "This vehicle belongs to my boss and I was driving it while under his employ. He has since had it inspected. In the future I will check the inspection of any vehicle I am asked to drive."

Our goal is to have the fine be as little as possible.

To be frank, we do not wish to dispute the facts that he was driving this uninspected vehicle.

Specifically, I wish to ask:
1) How does this strategy sound?
2) Should we plead guilty or not guilty?
3) Should we expect that he will have to pay any fine?
4) Any other suggestions?
