Custody and Visitation Issues: What to Do when One Parents Does Not Follow Court Order in Regards to Pick Up Time

My question involves a child custody case from the State of: VA

We have a visitation schedule that my ex will get his daughter every other weekend. He is supposed to pick her up Fridays between 6-8pm and drop her off Sundays between 6-8pm. He told me right after it was approved that he cannot get her Fridays because he has to work so late and wouldn't be able to get her until 10-11pm. We then agreed for him to get her Saturdays at 10am. Since we had that verbal agreement he only has gotten her twice on time. One day, I texted him 3 times after 10am. Twice asking him if he is close or when he will be here and the third time I told him we left the house and he doesn't need to get her now. He then texts me back, after 11am telling me he will be there shortly before 1pm to get her. That is just one example. Last weekend he texted me at 10:30 that he is on his way.

I was okay with changing the time, considering I don't want him to drive with her at 10-11pm. But now it seems that he chooses his pick up times on Saturday and gives me little to no notice. He sometimes also drops her off before 6pm on Sundays. Its not that I dont like to spend time with my daughter but it makes it extremely difficult for myself to make any plans as I always need to be prepared to be late or to cancel.

I am filing paperwork in regards to non payment of child support and I am wondering if this is something that I should also bring up or is this something a judge wont even bother with and tell us that we need to work it out between ourselves? I do keep track of every weekend, if he is on time or not.
