Statue Requiring Child Support Employees

My question involves a child custody case from the State of: Wisconsin.

I had the statue saved on my computer. But now I am unable to locate it. The statue requires child support workers to set orders so they do not violate my civil rights. If anyone could give me the wi statue number I would be grateful.

The state worker refuses to comply with my civil rights. I currently pay twice as much as I should.
