Passed a School Bus

I was driving home on Arlington ave. I was on a hill, and a school bus was parked on the side of a street that merged into mine. No lights were on. As I drove around the bus, the bus driver threw up the stop sign, so I stopped, almost at the front tires. When I was stopped, the bus driver yelled “GO AHEAD!”, which I assumed was for me to go around, as I thought it was weird and dangerous for her to put up the sign as someone was nearly passed. It wasn’t for me, and there were a few kids who were starting to walk out on the right side walk. I am extremely lucky and grateful I didn’t hit a child, but am concerned about the possible legal repercussions. I pulled over into a side street afterwards, but no one stopped or confronted me. Any advice/ideas?
