Survivors Benefits: Are There Asset Limits on Social Security Death Benefits

I'm looking into this for a friend of mine, her daughter died a few months ago and is now collecting death benefits from Social Security for her granddaughter who is 3 years old. From what she is told, she cannot have more then $2,000 in a account that was established for the checks from SS.

She does not need the money and wants to save all the money received from SS for her granddaughter when she turns 18. How can she Legally save this money without spending it? SS says that this money should be used towards the purchase of food, clothing, doctor bills and anything related for the child.
