Other Violations: Parking in a Parking Lot Not Displaying Current Tabs

My question involves a traffic ticket from the state of: Washington.

Ticket was from Municipal Court of Seattle. The owner of the car lives about 250 miles away in a smaller city.

While working in Seattle on a project, a ticket was given on a vehicle parked in a parking lot. The tabs had been paid for but not placed on the plate. If the license has been run through Motor Vehicles, it would have shown current. It is (or was) standard protocol to run a plate on a vehicle an officer has a question on. This ticket was given by the parking attendant upon inquiry they stated that they don't have the ability to run the vehicle registration of a plate.

1) I consulted an attorney where I live who said that a vehicle has to be driven on the street in view of an officer if it is to be in violation of expired tabs. Is that something that each city can change or isn't there a
standard to follow?
2) A ticket has to be given by an authority of the city or state or county where the violation occurs. How do parking attendants fit in there. Even if the attendant is working at a city lot?
3) If there is authority to ticket the authority should have access to the proper resources, how would it be possible to ticket but not have the authority to look up a registration?
4) A law enforcement agency is there to protect and promote safety not ticket because they are denied the ability to look up the records. The records is a standard tool of enforcement that promotes public safety.
Police find stolen cars or other crimes this way. This seems very irregular.
5) There is no offer on the notice to defend or answer, just a place to pay online or by mail. This seems irregular as well.

We live in a small town in Washington State, I know we think differently here, but with all the fraud going on, people using everything from the IRS to the light bill to get money from the public, this is suspicious but who wants to deal with the consequences if it is real.

How do I clear up the ticket without having to drive 250 miles to a court without an appointment or court date. What is the best defense. I can get a picture of the registration and a picture that the tabs are on now. I could write a letter to the address, but there is no guarantee of hearing back from them.

I wish we could hold our law makers more accountable to a standard interpretation of a law instead whatever will allow them to have bigger fines.
