Ex Wife Stole Daughter's College Fund

My question involves a child custody case from the State of: Wisconsin, but the educational fund was created in Wyoming and is governed by those laws. For years my mom would send us a check that was supposed to go into our daughter's college fund. I stupidly let my ex handle all of the finances, during our divorce I found out that my ex never put any of the money that my mom specifically sent to be put into our daughter's college fund. Instead she kept the money and spent it on herself.

Is there any way she can be held accountable for stealing from her own child?
