Auto Insurance: Car Accident - Both Drivers Without Comprehensive Coverage

My question involves insurance law for the state of: Washington

Hi, one of my family members have been in a care accident in the state of WA, county of King. Both involved drivers called 911, trying to get police to the scene but were told that since there is no injury they will not come. Information was exchanged and both drivers have the insurance required by law, but no comprehensive coverage. Both drivers are claiming they are not at fault but there is nobody to decide the "truth".

My family member was told by someone from the insurance (Geico) that WA state is "no fault state" and that each party is responsible for their own damages...

Only in cases where the police determines who is at fault, they would work with the other insurance (State farm) to pay for the damage.

Is this really correct? If the police refuse to come, how can a fault be determined? Seems really strange - note this happened on a remote road, with the closest town being about 30 miles, the King County Sheriff would most likely have jurisdiction.

What can be done?
