My question involves restraining orders in the State of: Oregon
This is a very long, involved story so I will try and make it as short as possible.
My two kids (ages 9 y/o & 3 y/o) and I live in government housing. We have a neighbor that has been harassing us on a near daily basis for the past 1 1/2+ years. It started over the most trivial, petty thing (her not picking up after her two large dogs for months, even when politely asked and finally getting a fine from management due to numerous complaints, and somehow in her mind that's MY fault) and has escalated to the point of her trying to run us down with her vehicle numerous times while we are walking down the road (side streets with no sidewalks). Every time she sees us she yells obscenities and insults. At one point she said my children should have been drowned at birth. I do my best to ignore her (for the sake of my kids) but I'm only human and can only take so much before I respond. But I digress.
It has reached the point that my 9 y/o daughter has developed Tourette's syndrome from the stress and anxiety caused by this woman; we have to peek out the window before we leave the house so we know if her front door is open or if she's outside. If she's outside we wait until she either leaves or goes back in the house. If her door is open then we be as quiet as possible so as not to alert her to our being outside.
When we are walking home (we don't have a car so walk/bus everywhere) and we see her drive past us (if she hasn't already tried to run us down) the kids panic to hurry up and get home so she DOESN'T.
I have gone to management (of the apts), I have even requested a Reasonable Accommodation move (put in by a mental health counselor)
from housing on the grounds of how it's affecting my daughter, and nobody will do anything.
My last resort was to file a police report. So yesterday I tried to do that and the officer refused to do a report.
Should i try again or can I get a No Contact order? Or are there other (legal) options?
As a parent it is our responsibility to protect our children and, at this point, I feel like I can't even do that (in a legal manner)!
Please, someone help us!
