Termination: Shared Driveway Being Used for Illegal Short-Term Rental

My question involves real estate located in the State of: HI

Our neighbor have an easement (driveway) which goes through our property to access their back entry way. For over 20 yrs there was never an issue. Now the new neighbor (owner) moved in, requested that they pave the driveway for easier access at no cost to us. We made a verbal agreement and requested to maintain certain characteristics. The neighbor completely ignored our request and made the driveway look like that is part of their house. A few month later, we noticed different vehicles coming in and out, day and night, using the driveway...We wake up from nights sleep from noises and found strangers walking around in our property. We found out they were running illegal short-term rental. Someone in the neighborhood had reported them to the County and since then things were quite until 1 week before. Meanwhile, we found out that they have another ST-rental and this bust was not their first time. Well, they're running it again... we have a young one and feel extremely uncomfortable that strangers are coming in and our, using the driveway that we didn't settle. A member of our family is so fed up and is ready to go and tear down the driveway... we want it terminated! What can we do? Appreciate any suggestions please.
