Bought a Car and Now I Can’t Register It

My question involves a consumer law issue in the State of: North Carolina/Florida

So I bought a car at the online auctions through Copart Auto Auctions. The car came with a Florida title that stated “Certificate for Destruction”. It was a “flood damage” vehicle from the last hurricane. I got the car and quickly found out that it had a lot of expensive issues and I’m assuming that the previous owners couldn’t afford to fix the car, so they pushed it into some standing water. The only evidence from the water damage was some mold on the carpet and in the trunk. Everything else was perfectly fine. I replaced a few items myself and got the car running and driving. I got it insured, I got temp tags for it, it passed the state inspection, and had highway patrol over to the house to check the vins and title to make sure it wasn’t stolen. That’s when I hit the road block. Highway patrol said I can’t register this car because of the type of title. So I drove to the dmv headquarters in Raleigh with all my paperwork in hand and they said that they couldn’t help me either. All I want to do is get a salvaged or rebuilt title that states that the car was totaled out by insurance so that I can drive it on the roads. I don’t want to do anything illegal and I’ve followed all the steps to get this car legal and safe for the roads. Any insight would be greatly appreciated. Thanks in advance for the help.
