Ownership Rights: Utility Easement

My question involves personal property located in the State of: California

My house was Built-in 1960 And the original owners put in a swimming pool that was permitted. I'm gonna build a nanny's quarters in the back of the house with permits. I went to the city to check on the easements for the utility Pole on the edge of my yard. I was given a map from the city of my Property ,which shows a 10ft easement from the back of my property into my yard. There is an additional five foot easement from that 10-foot easement that restricts me to build past 15 ft high in that five foot area. I'm okay with this easement, but I was told the easement was for the utility pole and for the utility lines to run within that easement.

The problem is, all of the utility lines run from the pole to my neighbor Pole, which run about 30 ft from my back property line into my yard. All of the lines are directly in the center of my swimming pool and the lowest AT&T line is about 10 ft from my pool water. PG&E also sent me a map of where their poles are and where the line should be run. It definitely does not show it running over my pool but shows it supposed to be running within that easement. I'm waiting to hear from their engineers. Any suggestions or places to go to research?

5280 lions were in the easement I would be able to build the nanny's quarters that I want and the height that I wanted. The main issue here is safety because the lines can fail and fall into my pool.
