Relocation: Moving to a Different Neighborhood with Children

My question involves a child custody case from the State of: California

I am trying to move to a neighbor community in the county of San Diego. It's about 7 miles away, just on the other side of the Coronado Bridge. The father of my children says our agreement states that the city of residence shall be Coronado and he has to approve the relocation; and with a 60 day notice. It is a 10 minute drive to the school, from South Park to Coronado. It is a better home and affordable. Their father lives in a large home in this city, while I can only afford to live in a tiny apartment with my two children. This city of Coronado is very expensive. Relocating will improve our lives and create more living space for me and my 2 daughters. Is this clause constitutional? Can their father keep us constrained to the city, or should this be a mileage issue within the county of San Diego?
