Protective Services: How Can I Get Ocfs Records Pertaining to a Case

My question involves child abuse or neglect in the State of: New York

My friend applied for a job (to occasionally care for my 19-year old child with autism). With NYS Self Direction this process is handled through an agency - who conducts clearances.

She just received a letter from OCFS saying that:
"as a result of an administrative hearing that was schedule and/or held, or based on your failure to request a fair hearing to contest the determinations, you have been found to be the subject of an indicated report of child abuse and/or maltreatment"

She is 62 years old and the only thing from her past that she thinks this could be was that in her youth she gave up a baby for adoption that was found to have fetal alcohol syndrome.

Since then, she has never received any documents, calls, visits etc. from OCFS about any other reports or charges and has lived at the same address for about 30 years. She has no kids, never worked with children, or cared for them.

Question 1: How can she get a copy of this case and its records from NYS OCFS to find out what this charge was? They do not say anywhere what recourse is available - in letter or on website.
Question 2: and, if this was related to her baby, is there anyway to have this record sealed after all these years?

PS She cannot afford a lawyer. Her income is $6,000 a year.
