Construction Delays: Sewer Line Runs on Neighbors Property. No Easement in Title Work

My question involves a consumer law issue in the State of: Indiana. I just bought a house & immediately had plumbing issues. My sewer lines run in my neighbors yard. Our lots at one time had the same owner. The town will not enforce a prescriptive easement. Without a permit my neighbor cut my lateral & installed a 90 elbow. The town believes the lines were tied together by previous owner. I just received a bill for $3100 & my plumbing is not functioning properly. All work had to be stopped at my property line & the issue is somewhere on his side or maybe on the city side. My excavator pulled his outside access cap and found the water level to be a few inches from the top making me believe my neighbor has issues as well. What can I do?
