Child Care: Can One Parent Object to a Driver's License for a Minor

My question involves a child custody case from the State of: Wisconsin

The child in question is eligible for driver's education. The mother does not want the child to get their license as soon as they are able to (age 16), and actually wants them to have to wait until they are 18. The father disagrees and wants the child to get the license as soon as they are able to, and is willing to pay an independent educator if needed. The custody agreement is 50/50 with shared decision making. So then, the questions would be:

1.) Can the mother unilaterally object to the minor getting a license?
2.) If yes, then what steps must the mother take to prevent the father from enrolling the child in the course or seeking an independent educator?
3.) What action could the mother take if the father enrolls the child regardless?

Mom is well aware of the likelihood this will anger the child and is just interested in the legal process.
