Speeding Tickets: City Administrative Citation

My question involves a traffic ticket from the state of: California

My wife was issued a ticket for allegedly driving too fast - I have successfully defended some speeding tickets before, but they were "regular" VC 22350. Court procedure, what to do and what not - but this time, it's a "City of Hayward Administrative Citation" and the offense is HTC 5.02 "Fail to Obey Sign".

"Section 5.02 OBEDIENCE TO TRAFFIC CONTROL DEVICES. The driver of
any vehicle shall obey the instructions of any official traffic control device applicable
thereto placed in accordance with the traffic regulations of this City, unless otherwise
directed by a police officer, subject to the exceptions granted the driver of an authorized
emergency vehicle when responding to emergency calls."

The appeal procedure seems cumbersome, it seems it requires a hearing fee of 225 dollars, and must be done within 15 days which is a very short amount of time to prepare. I am now confused on how these speeding fines can be given out without the possibility of a trial and the crosscheck of evidence. Any advice on how to proceed, as I have to do it fast?
