Creation: Getting an Easement on Land Protected by a Conservation Easement

My question involves real estate located in the State of: Washington

Hi, the county road is on a easement on the neighbors property (instead of a deeded right of way), there is approximately a 10 foot space between the road and the border of the neighbor's property (the road is parallel to the neighbor's property line so the space is maybe 300 ft by 10 ft), the very front of the driveway goes through that 10 foot space at a 90 degree angle with the road.

The driveway has been there for many decades, but there is no recorded easement for that 10 feet of the driveway. The neighbor got a conservation easement on the property around 2005, how will that affect getting an easement for that small part of the driveway? Our understanding is that conservation easements can protect property from easements and adverse possession.
