Is a Landlord Required to Provide Po Box if Mail Has Been Halted Due to Other Tenant

My question involves landlord-tenant law in the State of: California

We have 4 units that have the same mailbox with different slots for each unit. One of the units has a large dog who got a warning from USPS for being off leash and USPS therefore halted mail for all 4 of the units. That tenant is involved in fighting it with USPS, but is our landlord required to provide a PO Box for the rest of the units who were being delivered mail and now are not because of the other tenant? Is the cost of the PO box something we can deduct from the rent until this is cleared up?
