Speeding Tickets: Wa Contested Hearing Gameplan

My question involves a traffic ticket from the state of: WA

Hello all,

Several months ago I received a citation for speeding, which I chose to contest. I've already received the officer's report through discovery, and I'd like to ask some folks here for their help in developing a defense.

As far as I can tell, the officer dotted his i's and crossed his t's. The report is complete and submitted on time. So far, I've come up with two strategies. It looks like the report was completed through the automatic SECTOR program, which makes me believe the officer submitted the report as soon as the traffic stop was finished, likely before the end of his shift. Because he is required to test the SMD at the end of his shift, I'd like to show that because he submitted his report before the end of his shift, he could not have tested the SMD as he said. How do I 1) find the time (and not just the date) the report was submitted and 2) find the time his shift ended. I believe it's possible through a records requests, but I'm not sure on the process.

If that fails, I'd like to get talk to the prosecutor and have this infraction amended to a non-moving violation. I've heard this is possible based on the experiences of others. How would I go about this approach?
