My question involves real estate located in the State of: Pennsylvania, Perry County
I live on a single lane dirt road. I, along with five permanent neighbors, as well as people going to/from hunting cabins, and people coming to drive Amish neighbors, use this road. The first man on the road, ie, the first house passed when entering the lane from the main road, decided to install speed bumps about a year back with no warning or conversing with any of the rest of us. They are two long mounds, about 7-8 inches tall with about the same distance between their peaks, and they stretch across the width of the lane. At first, these were really just a nuisance, and they weren't created out of spite, but rather annoyance from how quickly people drive down our lane. However, as time has worn on, he has failed to take care of these bumps. They have pits worn into them from the route most often taken by drivers, and neglecting to ride the "high spots" between those pits means scraping your bumper off the harsh Rocky mounds. Worse yet, pot holes are forming, which only helps to make the ditch between the mounds even lower. He has also neglected to put any kind of sign or warning before the bumps, meaning drivers who don't know of them could damage, wreck, or even bottom out their car on these bumps. I personally drive a Subaru Forester, and even I have a difficult time traversing these bumps without hearing the harsh crunch of my bumper hitting off the rocks. Is there anything I can do to have these bumps removed, from a legal stance, rather than senseless bickering with an elderly neighbor?
