Service of Process: Serving Summons Abroad

My question involves court procedures for the state of: Connecticut.

I'm preparing to file pro se a motion to vacate an arbitration award. I'm in Connecticut and the Defendant is in Italy. I registered with the state's e-filing system, and I understand that I can append the various documents in the appropriate web page as I will go through the process. However, I'm confused as to how the serving of the summons will have to work.

During the arbitration process e-mail addresses were officially used by both parties, the arbitrator and the case administrator, and all documents were exchanged electronically. I couldn't find anything showing that summons are allowed to be delivered by email in Connecticut. However, absence of proof is not a proof of absence. I found a European Union page discussing service of papers in Italy. But nothing on the CT side. Can anybody here please explain if it could be done by email?

In case CT only allowed service through paper (as explained here), I assume certified mail with return receipt would be the right way of doing it. Can anybody do it for me, or do I have to use a service? For instance can I prepare a statement, have my neighbor sign it and he goes to the post-office and send the certified mail?
