Other Violations: Unsafe Pass on Right

My question involves a traffic ticket from the state of: California

Hi, I'm appearing at the court tomorrow morning and just realized the ticket that I received was not what I thought it was... So I was making a right on a 1 lane road. There is a bike lane. I made a right into the bike lane when the road had 3 people running. I made the turn after the last person moved to the sidewalk to run, so I made the turn immediately when no one was running on the bike lane. I got pulled over and the only thought that I had was that the officer was giving me a ticket because I turned into the bike lane too soon to make a right. However, after looking up the law, I believe that he was giving me a ticket because of the people running. I saw the police car at the back when I was check the mirrors, he was probably 5-6 cars away from where I was. I suspect that he did not see that the runners have moved to the sidewalk to run before he made up his mind to give me a ticket. How can I best approach this?
