Federal Taxes: Streamlined Domestic Offshore Program and Statute of Limitations

Hi, I filed under the SDOP because I had (unwittingly) failed to declare some bank accounts in my home country. I am already disgusted at having had to pay a penalty of over $9k on a tax liability of just over $450 (IRS just notified acceptance). However, I thought - and the attorney I used had led me to believe - that the penalty would at least be partly offset by substantial refunds I was due upon amending my tax returns for 2013-2015. There was a bunch of exemptions I had never bothered taking because, quite honestly, it seemed more effort than it was worth (boy was I wrong) and I am also a believer in contributing to society.

The IRS, however, denied the amended returns on the grounds that they were submitted too late (3 year statute of limitations), contradicting my attorney's advice. (To be honest, I have had a very bad experience with him across the board). I am wondering if I might have any grounds to appeal this decision. It seems grossly unfair to me that the IRS can come after me for such a horrendous penalty after the 3 years are up but I cannot claim tax refunds that I would be due for the same period.
