Citation and Warrant/Arrest for Same Offence

My question involves a traffic ticket from the state of: NC. A family member was involved in a minor traffic accident (struck another vehicle in the rear). The officer that responded to the accident wrote four citations, with a late February court date, for said FM; failure to reduce speed, causing an accident, too fast for conditions, no corrective lenses, and reckless driving. The officer said the reckless driving charge was from earlier that night; supposedly witnessed FM 30 mins earlier driving careless and reckless on another road. Officers Sergeant was contacted later that day, about the validity of the reckless charge, considering the gap in time from when it supposedly happened to when it was charged. Two days later, 2 officers came to the FM’s residence with a warrant for reckless driving, and arrested him. The date of offense was the same as the other, just with a different (late January) court date. No one at the local courthouse (Magistrates office, Sheriff’s dept, etc) can explain why he would get a citation and arrest warrant for the same offense, just that we need to consult an attorney.
