If you videotape him doing this on something like three separate occasions in a something like six month period then you get him for stalking regardless of probable cause or not. Varies by state. Good luck finding the case law, it usually is not statutory. The problem is any cop dumb enough to be that persistent will probably just kill you or frame you before you get that far. If it happens and you get the video move out of state and sue for moving expenses.
