Payment Disputes: Withholding Check for Expenses Not Yet Due

My question involves independent contractors in the state of: Indiana

I am an owner/operator. I am leased on with a company in Indiana who requires me to have their logo on my truck (along with my logo). I drive under their DOT number.

The company is withholding my checks as road taxes are due at the end of the month.

Can they withhold my check for expenses due in the future?
