Adoption of Children: How to Terminate My Sisters Rights of My 4 Year Old Nephew

My question involves adoption law for the State of: New York

My sister had two boys until they were almost 3 and almost 2 that she left with our mother and no one could find her for 4 months. She has had limited contact with them in the last 6.5 years unless she needs transportation or money from our mother. 4 years ago she had another little boy that has lived with my husband and I since he was 2 months old but spent the majority of the first 2 months with us but at 2 months we filed for custody of him with family court to be able to bring him to the doctors and what not. She is supposed to have weekly visits with him but that hasn't happened in over 2 years, prior to that it was very sporadic. Two years ago she had another child with another guy, this time a little girl, she is still with the father that has been in and out of prison the last 20 years for drug charges, robbery with a gun, robbery without a gun and I'm not sure what else. They live in a apartment building that has been foreclosed on with out hot water or the ability to cook and heat the place with electric space heaters, they do not have a toilet that will flush they use a bucket (the living conditions I only learned today). They have been saying that they are moving to an apartment that he is building at a auto garage that he works at for the last 6 months since they found out the property they lived had been foreclosed on. This guy has 6 other children that he does not financially support or have contact with. HE will only work jobs that pay him cash so that he does not have to pay child support, (and yet he has all kinds of toys, dirt bikes, four wheelers, mudding trucks but no real transportation to get around(we live in a very rural area limited public transportation). She still has the little girl in her custody, she seems to have her very basic needs met (diaper changed, food to eat/drinks (junk food and soda), her two front top teeth are black and rotted, a pediatric dentist appointment was supposed to of been made september of 2015). So my question is how do I go about having her rights terminated so that my husband and I can adopt him and raise him in a safe, healthy, loving environment? My fear is that one of these times that she threatens that shes going to file for sole custody of him she will and win. It kills me to think how he will end up if that happens. He is an incredibly smart, athletic, loving little guy and I don't want to see him end up messed up due to his mothers poor choices and selfish behavior. On a side not he has no father listed on his birth certificate but I am told that his father died of a drug overdose 2.5 years ago. Please help direct me in where to go from here or if anyone knows a good lawyer that I can contact in the albany/schenectady ny area.
