My question involves a child custody case from the State of: CA

I am considering filing for custody of my granddaughter who is 3 yrs old. My daughter (her mother) is a recovered heroin addict. She was an active addict while she was pregnant, became homeless while pregnant then went into rehab when she was about 8 months pregnant. She was kicked out of the rehab for hitting someone, and remained homeless until the baby was about to be born. She was in WA at this time and I was in CA. I attempted to help in anyway that I could, and asked her to come to CA to have the baby. I went to WA for the birth of the baby and to try to help her keep custody of her child and get into a rehab for women with children.
The baby was of course born addicted to drugs and spent over a month in the hospital. I managed to find her a rehab and went to bat for her with CPS to keep custody of the baby. I flew back to WA when the baby was to be released and drove them both 4 hours to the rehab. She was there for about 2 months and was kicked out. I cut my trip to see my sister who has cancer short to fly to WA and pick them both up and brought them to CA. I let her stay with me but requested that she continue going to Narcotics anonymous and/or counseling of some type. It wasn't long before she didn't want to stay at my house any longer. She then moved in with her brother but that did not last either. He let her keep the apartment and she got another room mate. She has been through 3 or 4 room mates 2 of which have called CPS on her for neglect.
I have had basically half time custody of my granddaughter since she was 3 months old. At first I kept her from Friday afternoons straight thru until Monday or Tuesday night, she would go back with her mother from Monday or Tuesday night until Friday.
I moved to Maryland for 10 months for a teaching job my husband got and my granddaughter came with me for 4 months, the months she was in CA her aunties kept her in the same fashion I had before I left.
Now I keep her Tuesday - Sunday over nights but she goes home in the afternoons most days. She stays with her Mom only overnight about 2 nights per week. Most times when she comes to me after being home she has not been bathed, is filthy, has not had her hair brushed in days. I am the one who brings her to Dr appointments etc.
My daugher is drinking heavily, and has made no effort to change her life for the better. She has had at least one relapse with heroin and is still on methadone. She has a terrible temper and eventually alienates everyone who tries to help her. Her drinking and leaving her daughter with men she barely knows for childcare is MORE than alarming to me.
I do not want to completely alienate her if there is little chance of gaining custody. But I will never forgive myself if something happens to my granddaughter.
