Driver's License Issues: Stolen Drivers License

My question involves a driver's license issued by the State of: California

My wallet, including my license was stolen in June, shortly thereafter I as pulled over and charged with a 12951A, something along the lines of 'driving without license on person'. I've read through a lot of these threads that people who have had this charge have just paid the $25 admin fee as well as showed or sent in a copy of their DL. However, my letter strictly indicates that I have to show a license that was valid on the date I got pulled over. I have a new license now, but obviously I do not have the one that was stolen from me. Will they accept the new one? Am I to be punished because my wallet was stolen from me?
