My question involves insurance law for the state of: Pennsylvania
Ok, so a friend of mine was given a notice to either hand in his registration and tags and have a 3 month suspension or pay a very high civil penalty for a lapse of insurance of over 30 days. His vehicle is not suspended yet, he has until Sept 1st. Is it possible for him to transfer the title to me, I get new tags for it, and he gets non-owner insurance on it so he can drive it? He doesnt have the option to get a new car, he is a single father of 3 kids. He needs to get to work, daycare, grocery store, etc.
Again, could he transfer the title to me, I register it in my name with new tags, and he drives it with non-owner insurance?
