Civil Procedure Issues: Do I Have a Case Against a Wireless Carrier

My question involves small claims court in the state of: VA
Situation briefly:
I paid off my phone, but carrier refuses to unlock it due to some system errors; I have a copies of Multiple chat conversations with reps, but no error correction or positive results, only promises. My overseas trip is getting delayed.

some details:
I decided to pay off my iphone 5s 16gb "Space Grey" that was financed by t-mobile over a year ago.
I am planning to travel overseas to visit my family soon and I need phone to be unlocked, so I can use it with other gsm carriers.
Two weeks ago I called customer service, explained the situation, paid remaining balance of $243 for the device and requested the unlock code to be sent to my e-mail.
Next day I received e-mail from unlock team:
"Thank you for taking the time to contact T-Mobile. We have received your SIM Unlock Request. Unfortunately, this subscriber is not eligible to receive the unlock code at this time. In order to be eligible, the IMEI *must have usage by the mobile number requesting the unlock code and the account must have a minimum of two monthly service payments since first use of requested device."
After that I was chatting with at least 4 different C.S. representatives, Every one of them could not locate case reference number, but at the end of conversation promised that all details are recorded and I will receive unlock code within 48 hours or someone will call me. NOne!
Also, every time when they confirm IMEI number of my phone, they cannot see any usage from my phone associated with my phone number. But this is the only phone I am using every day, for over a year, since I got it at local t-mobile branch. And I have only one phone line on my account.
When I access my account online, it is showing I am using iphone 5s 64gb Silver, before there was showing iphone 4s 8gb black. I have never owned or used those models. It is still showing no usage, and I am continue to use my phone every day with my plan(calls, text+data):wallbang:
