Garnishment and Execution: Can a Payday Lender Garnish Your Wages

My question involves collection proceedings in the State of: Ohio
I got a payday loan in Ohio. My legal residence is Ohio, but I work in West Virginia. Pay day loans are not allowed in West Virginia, so my question is can they garnish my wages in West Virginia? They were ran out of West Virginia because of unfair trade practices. What would my options be?
