Naturalization: How to Sue for Paternity to Become a U.S. Citizen

Im a Panamanian woman (Panama de country), I have a 8 years old daughter, who is a daughter of a US CITIZEN. our daughter is register in Panama by her father but he never register her or report her birth to the US EMBASSY. for 8 years I had been fighting-begging him to register our daughter so she can become a US CITIZEN. He refuse to sign any papper that the embassy provided me because he need to solemnly swear or affirm he is the father and agree to provide financial support for the child until she reach the age of 18. I tried to sue him in the state of florida (Miami-Dade County) for paternity and Child support, he accepted he was the father and submit a motion to dismiss because he wanted her custody. After 8 years of never visiting her or calling her... The court accept the motion to dismiss based on jurisdiction, because the child never lived in the states. I do have her custody in Panama, she is his daughter in Panama but not for the states... I have apply for Vistor B2 VISA, the embassy only allow it for 1 year period. the alleged they can issue a VISA to US CITIZEN, and US Citizen can't travel without a US PASSPORT. They can not give me any legal advice but affirm I have to find the way to sue him for paternity and claim for my daughters right.
CAN SOMEONE HERE HELP ME, OR PROVIDE INFORMATION WHERE SHOULD I GO, WHAT SHOULD I DO. My daughter and I live in Panama the country and the father lives in Palmetto Bay Florida. I can not sue him in my country because he doesn't live here and the child is already register by him in my country, if I want to claim of her US Citizen I need to go to United States System and fight for my daughter right and her dual citizenship.
