Other Violations: Deer Incident "Speed to Fast for Condition of Road"

My question involves a traffic ticket from the state of: Washinton

So my ticket I got is for a "speed to fast for condition of road"

In short it was raining a bit but what happened was a deer jumped "right in front of my car" I avoided the deer and hit the side barrier.
This was on a freeway I5 going to I405 where there is no "caution deer crossing" signs. The officer never asked for my speed but said that I was getting the ticket because no one else was getting into an accident.
I dont understand how it is relevant. What I mean is that its not like a deer is jumping out in front of everyone's car nor is it normal for a deer to even be around those parts so its not exactly a normal condition of the road?
Maybe give me a ticket for reckless driving but I dont understand "speed to fast for condition of road"? How is a deer a condition of the road?

My driving record is clean other than this incident.

Is this contestable or should I just deferral it?
