My question involves a consumer law issue in the State of: new jersey. A couple of weeks ago i had a contractor come out and quote me a price for my sidewalk...he gave us a quote and we told him we would let him know...he also required money down, which was not paid before he started...today, they ripped up my sidewalk and started work...are they allowed to do this???
