Grandparents and Third Parties: Abandonment We Are Raising Our Grandkids

My question involves a child custody case from the State of: Tennessee
Over time we are doing more and more of the child rearing. At this point they might spend a couple hours with their parents (mainly their mother) every couple weeks. They each have their own room and things at our house. We supply all their clothing needs. We get them to and from sitter and school daily. They do still pay for the sitter but little else. They are involved in a biker club and I've heard drugs and deviant sexual behaviors. They are behind on most of their bills and facing the possibility of losing both vehicles and their rented home. Now they are separated again. Their relationship is volatile. The 4 year old talks about daddy trying to kill mommy with a sword and that daddy hits mommy. She says she's afraid daddy will hit her too. I have never seen evidence of him hitting her but there was a time the 3 year old was hit with an object thrown whether intended or not, I don't know. DHS was involved but nothing ever came of that.
I'm concerned now that the kids will become a tool to hurt each other and harm will come to them, if not physical, mental and emotionally.
I'm wondering what our chances are if we seek custody of them. We are sitting in the situation now that we have all the responsibility but none of the rights.
